The Federal Ministry of Transport and Digital Infrastructure (BMVI) also promotes the development of charging infrastructure to employee parking spaces, for electric cars of operational or municipal fleets as well as for service vehicles. The new funding guideline “Charging stations for electric vehicles not accessible to the public – companies and municipalities” has now been published for this purpose. The BMVI is thus adding another important component to the promotion of electromobility.
“An estimated 60 to 85 percent of all charging takes place at home or at work. For this reason, charging infrastructure must be created wherever cars are parked for a long time anyway. In addition, around two-thirds of all new passenger car registrations are company vehicles. Funding is provided for the purchase and construction of a new stationary charging station that is not accessible to the public, including the grid connection. The charging infrastructure must be located in parking spaces on properties that are intended for commercial and municipal use or for parking employee vehicles.
The subsidy is 70 percent of the eligible expenses, up to a maximum of 900 euros per charging point. Charging points with a charging capacity of up to 22 kilowatts are funded. Applications can be submitted from April 23. November 2021 via the funding portal of the Reconstruction Loan Corporation (KfW). The total funding volume is around 350 million euros.
Electric cars make an important contribution to reducing CO2 emissions and thus to achieving climate protection goals as well as reducing local pollutant and noise emissions. In addition, the strengthening of electromobility also has an economic benefit by offering new employment potential and innovation opportunities. This is how the BMVI justified the introduction of the new funding in the introduction to the new guideline. A systematic, comprehensive and user-oriented charging infrastructure is a mandatory prerequisite for the market ramp-up and thus for the success of electromobility and the achievement of the goals of the federal government. This applies to both publicly accessible and non-public charging infrastructure, it said.
The aim of the new funding is to support companies and municipalities in switching to electrically powered vehicles and to create an adequate charging infrastructure for this. In addition, companies and municipalities should be given the opportunity to support their employees in switching to electric cars by equipping parking spaces at the workplace that are not publicly accessible with charging infrastructure for employees. This program should therefore contribute to an accelerated market ramp-up of electric mobility and thus to a reduction in pollutant emissions in the transport sector.
Funding is provided for the purchase and construction of a brand-new, non-public, stationary charging station including the electrical connection (mains connection and battery storage) and the associated necessary ancillary work. The grant recipient must apply for the grant before the start of the project. The project may only be started after the contract with KfW has been concluded. The binding order of the charging station or the conclusion of the delivery and service contract is considered the beginning of a project. Planning and consulting services do not count as the start of the project. The subsidy will be transferred after the project has been completed and amounts to a maximum of 45 per company location.000 euros, this limit does not apply to municipalities.
When determining the total expenses, in addition to the actual hardware, i.e. the charging station, other expenses for the following services can also be taken into account. For example, an energy management system / charging management system for controlling charging stations, which is usually essential for just three vehicles or more, the electrical connection (mains connection) and battery storage systems, the necessary electrical installation work (e.g.B. including earthworks) as well as necessary technical and structural measures at the grid connection point and on the building, e.g.B. Structural changes to participate in a flexibility mechanism in accordance with Section 14a of the Energy Industry Act (EnWG) and necessary upgrading and modernization measures for the building’s electrical system and the telecommunications connection of the charging station. In short: almost everything associated with the development of charging infrastructure.
The funded charging infrastructure must be used appropriately for at least six years from the time it is put into operation. KfW is entitled to reclaim the subsidy if a funded charging station is sold within six years of being put into operation or if the requirements for the charging station specified in the funding guideline are violated or. not be complied with.
For the best possible use of electricity from renewable energies and to avoid temporary overloading of the distribution network, certain requirements apply to the controllability of the intelligent charging station to be funded. For example, it must have a secure, digital, bidirectional communication interface and be able to be controlled using common, standardized communication protocols in order to be able to communicate with other components within the energy system. The power of the charging station must be limited via the control or it must be possible to shift it in time according to appropriate specifications.
The subsidy is only available with green electricity
Another prerequisite for funding the charging infrastructure is that the electricity used to charge the e-cars comes 100 percent from renewable energies. This can be obtained via a corresponding electricity supply contract and/or from self-generation on site (e.g. electricity from photovoltaic systems).
