Demand leads to high rejection rate for charging infrastructure promotion-demand

For the expansion of the charging infrastructure, the Federal Ministry of Transport and Digital Infrastructure (BMVI) will provide a total of 300 million euros in funding to 2020. 200 million euros for fast loading infrastructure and 100 million euros for the normallade infrastructure. So the installation of at least 15 should.000 charging points are financially supported. On average, only almost 60 percent of the applications have been granted – especially because of the high demand.

The granting ratio for applied funding according to the “FOrder Directive Loading infrastructure for electric vehicles” of the BMVI has set according to government information at 67 percent in the first capacity call, at 54 percent in the second support call and at 55 percent in the third funding call, whereby eleven applications are in progress. There are no data available for the fourth capacity call. This is from the answer of the Federal Government (19/17109) on a small request of the faction DIE LINKE. Most of the rejected applications were rejected due to the quota exceeding the quota, it continues. Or expressed differently: there were simply too many funding applications to satisfy all interested parties.

With the promotional allowances from the first three support calls, the answer was already a good 7400 charging points were built. At about 12.600 approved charging points are still exhibiting (as of December 2019), it says. As the most frequested reasons for a delayed construction of the charging infrastructure, the Federal Government leads to bottlenecks in the delivery of the charging infrastructure, long waiting times in the establishment of the network connection as well as “depending on the location of more extensive approval procedures in the competent authorities on site”.

In so far nine cases, however, funding money amounted to only a good 9,000 euros had to be reclaimed – mostly, as requirements were not considered as required. The Federal Government has regularly adapted the funding requirements due to the experiences of previous funding periods. From the second capacity call, the funded charging infrastructure was the requirement of the lowest cost per kilowatt. In the subsequent support calls, the regionalization component also found application: the regional distribution of the charging points and thus the funding was determined by means of a location tool. Due to the different funding rates in different needs areas, in the 3. and 4. Conveyor call a stronger control effect achieves.
