For a long time it was quiet about the topic of diesel driving bans. After in the course of the first Corona Lockdown as an astonishing coincidence that the traffic did not have as much influence on the pollutant accumulation in the cities, many cities and municipalities probably had other problems in the crisis. But with a new complaint of the German Environmental Aid (DUH) before the European Court of Justice, the actually dismissed topic returns to the agenda. What does this mean for drivers directly and in the future? Site clarifies the facts.

1. Is there now new driving bans?

This is possible and it was also before the judgment – but only in a short and medium term in a few cities. Because the judgment only refers to the years until 2016 and actually only finds that Germany should have acted faster in the past to comply with the EU limit values for nitrogen oxides in the outer air. Nitrogen dioxides arise, especially in combustion processes, both in motors and in stoves for coal, oil, gas, wood and waste. Among other things, they are considered harmful to asthmatics.

But the air has improved in many German cities, in a continuous trend for years. According to the Federal Environment Agency and other experts, there are various reasons for this:

  • A rejuvenation of the vehicle fleet, i.e. the regular exchange of older diesel cars and transporters through those with new exhaust gas standards
  • The partly official, partly voluntary software updates of the engine control in older diesel cars
  • Weather influences
  • The increasing proportion of (local) emission -free electric cars
  • Various measures such as speed limits or driving bans for individual streets, although – see the lack of "Corona effect" – In individual cases it is hard to determine which measures have worked where and how exactly.

In 2016, according to the Federal Environment Ministry, the NO2 limit values were still clearly torn in 90 cities. According to the information, there were still 25 in 2019, then six in the Corona year 2020: Munich, Ludwigsburg, Limburg, Stuttgart, Darmstadt and Hamburg. In these cities, driving bans would still be proportionate. Whether they will come remains open. Because especially after the Corona crisis, in which many cities and municipalities want to revive their extinct city centers, new driving bans would probably lead to visitors from outside cities like Munich just avoid. On the other hand, the DUH will continue to cover cities with complaints that, in its opinion, do not adequately follow the commands from Brussels.

A spokeswoman for the EU Commission emphasized to the dpa news agency that the EU countries had a free hand when choosing clean air, but the measures would have to be effective and solve the problem as soon as possible. "Therefore, the measures must tackle the most important causes of emissions", the spokeswoman said: "The stronger the exceedance, the more urgent the need to take drastic measures to protect the health of the citizens."

2. Now comes the hardware retrofitting for diesel?

The DUH has been calling for this for years because supposedly only the expensive retrofitting with special exhaust technology gets the air cleaner. This claim has, of course, turned out to be wrong, as the falling pollutant values show. The Ministry of Transport has approved many of these systems, but hardly anyone wanted them – even though manufacturers like Daimler or VW even subsidize the conversions.

However, you cannot recommend the conversion. Not only the car manufacturers always referred to the disadvantages of retrofitting compared to the software solution.

Retrofitting could be worthwhile for motorhomes

The independent Leopoldina Science Academy also made it clear in 2019: Effective retrofitting is technically extremely demanding for cars and would significantly increase CO2 emissions due to the increased energy requirement of the systemsn. Software updates would achieve a similar effect much easier. Hardware retrofitting is a wrong way, which also suggests the negative experiences from long-term tests of such systems .Since driving bans only hit the cars of EUR 5 or worse in the short to medium term anyway, many of these cars are already too old to be worthwhile in view of the remaining period of use. In addition, the vast majority of all German roads remain free of driving bits. However, there are also exceptions: for buses or vans and above all motorhomes, which are usually used over a very long period of time, a conversion could possibly be worthwhile.

3. How does it go on?

Apart from the still occasionally possible driving bans, drivers will have to count on restrictions and prohibited with much more centrally located from Brussels in the future. The EU Commission plans to focus the standards for air pollutants more on new recommendations of the World Health Organization (WHO), also because it would be easier to enforce the politically desired electromobility. The conversation is a halving of the limit values from 40 to 20 micrograms. In that case, the diesel theater actually started all over again. And not only that.

EU wants even sharper limit values – consequences would be drastic

Because what would happen? Quite simply: it would then be cities that just as "clean" applied because the limit values – as is currently the case nationwide for fine dust measurement stations – were no longer exceeded at all, Quasi overnight to cities with an allegedly dramatic pollution – solely by definition about new limit values. When asked whether all cities with exceeding the limit values would comply with in 2019, Seibert said: "This will not be able to happen because in the most loaded cities, for example, road traffic is only one of several sources of pollutants. The recommendations of the WHO to sharper limit values for fine dust or nitrogen oxides are by no means undisputed. For example, years ago, the United States decided to take on new border value recommendations for nitrogen oxides because they considered the underlying studies to be incorrect. In the United States, the NO2 limit for the outside air is currently 103 micrograms per cubic meter. California as a state with the toughest environmental regulations has defined a limit of 57 micrograms. These values are significantly more generous than at EU level.If the EU optes for an opposite way, a saying by the comedy star Dieter Nuhr is not so absurd: Because candles actually poduce a lot more nitrogen oxide than the EU limit value for the outside air, it should actually be "Driving bans for advent wreaths" Give, said Nuhr once. The example is of course satirically exaggerated, because the limit value applies to a cubic meter of air and the candle qualification quickly becomes back in a large room.     this miserable Kasperle Association Duh is finally withdrawn legitimization. Out of my sight … Are these people who attack the prosperity of the people.     As you can read here again and again in the forum, some are very satisfied with the purchase decision for a new diesel. Let’s see how this develops when the EU continues to follow its path here. There are alternatives without local emissions ..

    It is not desired to solve the problem described. Once again, the driver should be the universal debt. But how would the state compensate for the horrendous sums if there were no more road traffic overnight? Mobility is an elementary part of our society. Calculated methods for the supposed solution are completely unsuitable and purely ideologically motivated here.

  8. 6 cities exceeded the EU limit in 2020
    It is strange that this unimportant judgment about the crossing of the limit value came in 1st place in the 8 p.m. day show. In 2020, only 6 cities left the EU limit value. It is interesting that three of these six cities have diesel driving bans! It is Hamburg, Stuttgart and Darmstadt. The bans obviously didn’t help much. The owner of the European top performance for zonals is particularly interesting: The only prohibition zone for Euro 5 in Europe is within the only euro 4 ban zone in Germany: in Stuttgart. In the only state capital of Germany with a green prime minister. What coincidences are there!
