Measure emissions by infrared? Everyday life in the USA for years. The device manufacturer claims that the technology is good for uncovering scandals like those at VW at an early stage. There is skepticism among German experts.

The driver does not notice the measurements, but the authorities do: After assigning the pollutant emissions to the respective series, they should be able to quickly sound the alarm if certain models are often conspicuous and then measure more precisely.

The “Remote Sensing” idea from the American company Opus Inspection sounds like a wonder box, but at second glance it makes sense. According to the company, the measuring devices, which send an infrared beam through the exhaust gas and thus determine emissions – for example nitrogen oxides – have been in use in several states in the USA for years.

The boxes are the better investigators?

In view of the VW scandal over falsified emission values, one question arises: Will the exhaust gas flashers be able to detect manipulations more quickly in the future? The manufacturer of the boxes claims: yes. As early as March, based on evaluations of the measurement results, scientists warned of increased nitrogen oxide emissions in diesel vehicles from VW and Audi that have been driving on US roads since 2009.

The so-called PEMS (Portable Emissions Measurement System) are housed in the trunk and measure the exhaust gases directly at the exhaust. Because the device is in the car, the technicians can assign the emission values ​​to the car status – for example acceleration or cold start, when vehicles usually emit more.

Entire model series can be checked

The pollutant emissions in real traffic currently have no influence on the type approval, even if the EU is planning to introduce this. Today, before being registered, cars are tested in accordance with the NEDC – the new European driving cycle – under laboratory conditions, with the much-discussed discrepancies between theory and practice.

The advantage that the Americans promise with their system: instead of just type approval or random checks, entire model series could be checked in everyday traffic. If there are any abnormalities, the authorities can measure more precisely with the PEMS.

This is the only way to determine the emissions in a court-proof manner, warns the international traffic advisor Axel Friedrich, former head of department at the Federal Environment Agency. Using the exhaust gas speed camera alone is no longer appropriate.

The EU is under pressure

In the USA, however, the system could be useful because there are so-called "high emitters", ie cars that have extremely high emissions due to a defect. Perhaps they could be discovered with the system. In Germany, on the other hand, the maintenance behavior of a car owner is significantly better, and the area-wide use of exhaust gas flashers makes less sense.

Upon request, experts from the various German expert organizations did not want to comment on the possibilities of extensive emission measurements using the exhaust gas flashers.

The Federal Motor Transport Authority (Kraftfahrt-Bundesamt) also only refers to the applicable EU standards, which stipulate that testing is carried out according to the NEDC. From 2017, it is to be replaced by the WLTP consumption cycle, which is more closely aligned with real driving behavior, but which is also determined under laboratory conditions.

Even if the exhaust gas flashers may not make it into the inventory of German authorities: Against the background of the current manipulation at Volkswagen, the pressure is on the EU to continue to drive forward the determination of pollutant emissions under real driving conditions.
