What are the harder rules for plug-in hybrid? - Contemplation-plug-in

In the automotive week.DE could be found on the 18th.8th.2021 Read the article: “Stricter BAFA Promotion Guidelines: This plug-in fall 2022 through the subsidy raster”. The contribution states that certain plug-in would not receive any promotion anymore. That sounds good.

For Fortunately, there is a far-reaching consensus that the promotion of plug-in hybrids (PHEV) has clearly missed all goals. The green speaking of state subsidized climate recruit (Ecomento 12.5.2021). Almost all saw and see urgent reform needs.

The magic measure is now allegedly that the PHEVs with full battery from 1.1.2022 60 km Purely electrically create instead of 40 km. And from 2025 it is 80 km. The observer does not come out of astonishment that a significant effect should be achieved. In addition to the subsidies, the decisive advantage remains that namely the monetary advantage for company cars only 0.5% of the list price is instead of 1% for burners. Bratzel does not quite speak in this context from the Climakiller company car.
While the goal is still applicable – severe environmentally harmful SUVs should no longer be promoted – makes the implementation almost speechless.

Because there is a great agreement that the emission of greenhouse gases (esp. CO2, methane must be reduced. In that sense, it would have been expected that the Nouvelle excludes the vehicles from the promotion, which eject too much CO2. And that regardless of whether the CO2 comes from the exhaust of the vehicles or from the chimneys of power plants that need to produce the additional electricity in Germany.

Thus, as a basis, one had to expect that a correct Istanalysis is performed, so that appropriate measures can be derived for reduction. This is unfortunately not the case.

Actual CO2 emission

It is first to ask how the electricity for the additional plug-in hybrids, electric vehicles, heat pumps, etc. will be generated. Ecostrom is maximally fed today and in the future, so that additional demand must be provided mainly by fossil energies. This applies to new electric vehicles, for which millions of heat pumps that are to be installed, and also for hydrogen electrolysis.

The revelation of Minister Altmeyer shows this clear, which admits in July 2021 (finally) that the power consumption will be much higher by 2030 in Germany (cf. Handelsblatt from 13.7) When today and that it will not even be possible to completely cover the additional electricity needs from renewable sources. More expensive and CO2 intensive current will also be 2030 indispensable. For hard coal you have to. 800 g CO2 per kWh expect for lignite over 1000. In the gas, there are initially better values, which, however, does not consider that when promoting and transporting is released a lot of methane, which has a multi-higher climate efficiency.

In any case, additional fossil electricity is needed for additional e-vehicles (marginal approach, cf. for this purpose. Rest), so that it is forbidden to calculate with the cutting of all power generation types.

When viewing the plug-in hybrid must now be differentiated whether it is about relatively environmentally friendly vehicles. In extreme cases, these are severe SUVs, which would also have to be undesirable CO2 reasons and should be proven with penalties. Our government is still promoting them …

For the middle class, the Golf Gte (Plug-in Hybrid) was considered. According to car road traffic 19/2021, S. 31, he has the following consumption values on the basis of which the author has calculated the CO2 emissions:

What are the harder rules for plug-in hybrid? - Contemplation-plug-in CO2 emissions at the Golf Hybrid and Golf Petrol (Source: Car Road Traffic and Own Calculation)

First, it shows that the new WLTP consumption is still too positive compared to the test results. It should be noted that the limit is 95 g / km, so far exceeded. However, since E vehicles and plug-in hybrids are politically intended, it was determined that the power can be produced without CO2 load. As a result, the Golf Gte is 26 g / km in the CO2 balance of VW. Thus, a thoroughfare with 2 * 95 – 26 = 164 g CO2 / km may be sold. In addition, there are the subsidies and the service driver privilege.

Other hybrids, even if they emit significantly less CO2, will not be promoted. So there are no subsidies for the Toyota Yaris Hybrid, which excludes only 88 g of CO2 / km, but no plug-in hybrid is.
The same VW Golf gasoline without hybrid technology is even more environmentally friendly (see last line of ABB. 1), not to mention the much more elaborant technology.

However, u are promoted. a. Big SUVs with plug-in technology. If you consume 30 kWh per 100 km, the emission is about. 240 g CO2 per km (cf. the test in aforters.DE of 25.5.2021). In this madness, it is no longer surprising that plug-in hybrids often be rewarded with the best energy label A +.

Adjustment reactions

With great delay, politics reacts. From 1.1.In 2022, the plug-in hybrid 60 km must create purely electrically in order to enjoy the promotion. This applies again regardless of electricity and fuel consumption and thus of the actual CO2 emissions. There are no further changes.

The auto industry is of course enthusiastic. There is no pressure exerted towards small light vehicles (with or without hybrid technology) with low fuel consumption. The promotion of the plug-in hybrid remains with premiums of up to 7.110 € if the purchase price before VAT under 40.000 € is located. About it and up to a net price of 65.000 € are 75% of it. This comes the service driver privilege, so that a lot of plug-in hybrids will be driven in companies.

The adaptation to the new 60 km rule is running. The existing plug-in hybrids will get a slightly larger battery largely, so you can at least on the paper 60 km. New plug-in hybrids are already brought to the market with an electric range over 60 km.

A check, whether electrically drives electrically, does not take place yet. And in combustion mode, the vehicles consume again due to the heavier battery.

Through this almost arbitrary promotion of some vehicle classes, other non-funded vehicle classes advised to fall behind. The manufacturers provide the following concepts or reduce:

• small car
• natural gas vehicles
• micro
• mild-hybrid

Mild hybrids still have a little chance because they can serve to reduce fleet output to COS. A small consolation is that the SuperCredits are returned. With them electro cars and plug-in hybrids are weighted several times in determining the fleet output to CO2.

Also with the new regulations from 2022 false incentives are set. The no longer eligible vehicles mentioned by the automotive week will quickly find successors, which only lead to improvements in special cases, ie less CO2.

While promoting small light hybrids (it does not have to be plug-in) may still be useful, the subsidies of large severe SUVs are contra-productive and represent a waste of taxpayers. It would be useful – as required by the 74 scientists in their open letter – an analysis based on the actual CO2 emissions. Which vehicle concepts then prevail, should not worry about politicians.

With the misconception, Germany will still miss the Parisian climate goals as it is already the case from today’s perspective. The design draft of the Federal Environment Office concludes that in 2030 VS. In 1990, only a reduction of 49% is achieved (which is already optimistic) instead of 65% (cf. Day show of 19.8th.2021). If the effect of the missed plug-in hybrid strategy is taken into account, the gap is likely to grow.

This article was made by Prof. Dr. Peter Hoberg written by the Worms University of Worms and looks at the meaningfulness of promoting plug-in hybrids under part “tighten” Requirements. This is his opinion, deposited with corresponding sources and is to be discussed.

  1. Cars over 20 kWh / 100km (combined) consumption or “auxiliary burners” would not be promoted at all.
In addition to climate protection, much more value should be placed on exhaust-free cities.
Not only are SUVs that contaminate the cities, but many other oversized or purpose-free vehicles, such as.B Grobliusins, sports cars, vans, motorhomes, smoking vintage cars.
Nobody does not need to buy a car today as cars, soon no more than trucks.
Germany should finally pronounce a ban on combiers, which is 2030, and a transitional period for old burners.
Any other climate protection is not meant seriously.

  2. How much CO2 causes a kilowatt hour of electricity in the German power mix?

For the year 2019 on the basis of preliminary data, this is 408 grams per kilowatt hour. Exhausted values for the year 2020 give 366 grams per kilowatt hour ..

    (Source: Environmental Agency.DE – 20.07.2021)

Unfortunately only preliminary data on the current mix 2019 – what are the same all day?

From prof. Dr. Peter Hoberg is expected as if only coal would be used for power generation for loading the batteries – but we have a power mix that could be much better if CDU / CSU does not massively hinder the expansion of wind turbines and capture the CDU at the coal would.

So we expect around 400 g / kWh, then the table looks like this:

    Golf Gte WLTP = 84 g / kWh
    Test ……………… = 102.4
Test electric …= 85 <=== In the test, the electric drive would be clearly in the advantage.
    Test only gas . = 156.1
    Golf 1.5 WLTP .. = 130,5

Prof. Dr. Peter Hoberg works here with “alternative facts” – on the title “Prof. Dr.”Can not give a lot of much nowadays, when worked here with such” cheap “tricks.

  3. “Ecostrom is very fed today and in the future maximum” That’s not correct The current private aolar investment are all throttled to 70%. Law (that was also the first what the Lew was tested in my boss at the two-direction counter installation. I do not know now if that also applies to the big solat parks. Wind shrouds are also rubbed down or switched off can be observed everywhere where many wind turbines are built, which in the rarest cases all wind turbines run usually I see with us from 8 windrowers near the highway that often only 4-6 run at the same time.

  4. So the PHEV is too much promoted, no question. The minimum would have to come, is that you have to provide proof at the end of the year that you really have a certain proportion really electrical risk, otherwise the tax advantage or the promotion must be paid back or whatever.

Where the hat goes up, however, is the claim that E-cars would drive with pure coal flow. So my stove at home runs with eco-electricity and the electric car on coal. Already. I make the world how you like me. And if I understand correctly, his great acceptance comes from the claim that the power consumption rises by E-cars and we therefore need more coal flow in the net. Then the direct counter question: why do we need that? How about taking a variety of photovoltaics and wind power? And not in homeopathic doses for poetry album but in a hurry. This is not a technical question for a long time more of feasibility, just a politician and conflict of interest with the electricity companies. I was allowed to read a nice blog yesterday about the possibilities of wind power. From our current 30.000 wind turbines are most relatively old and inefficient. Today’s installations will deliver 20 times per windwheel!!!) Power though they are “only” 5 times that high. Add to that the huge potential of PV systems. If you look at the balcony and look through the neighborhood, you can see the following: almost no PV systems wide and wide. Only very occasionally. All roofs are unused, although each one could produce several MWh electricity a year. Facades are coming to that. Meanwhile, a huge interest should actually have to add to their roofs with PV. Then you do not have to think about energy costs in Germany.

We currently have around 50-60% renewable energies in the network. And in addition, we still have potential that it is hard to believe. Only the storage we have to get on the chain. But if that is wanted, this is safe within the next 10 years. We see Z.B. In the development of the BEVs what’s all, if you want it.

  5. It is a big swine that here again the coal flow is at 100% pushed the BEV. As if the electric cars were to blame when politics fails so. Coal power plants may continue because future completely coated electricity consumption is joined together to justify their further existence. Since one finally has a reasonably clean technology that can help us and already purchased experts are therefore the this technology bad lies. We live in a time in the facts twisted as it is just a mood. By the way, you can also push the carbon stream other consumers who just want to defame. What do these politicians really want? Continue to support CO2 intensive technologies? I find the least criminal!

  6. … and the Twike 3 and 5 with E Bills under 10 kWh / 100 km we can not get anything! Meanwhile, the innovative and disruptive technologies are that it is to be promoted!!! This is also the export hit of tomorrow … but see Rezo … Nobody needs more miracles about the lie cabinet of the Union https: // http://www.youtube.com / watch?v = rij3qskdazm

  7. It should find someone who brings a petition to the way with the aim of asking the Federal Government, any promotion of hybrid or. Plug-in hybrid cars to finish, right now. Of course, the tax benefit of these cars is now ends, no matter what kind. In addition, a strong increase in the vehicle tax for large and heavy cars should finally be decided independently of the drive system. Rather dependent on the CO2 emissions.

  8. Phev vehicles make sense only when the charging current comes predominantly from your own PV system. We mainly drive the new Audi A3 E to short distances (< 50 km) and actually come out with the electrical reach. Only for trailer operation and for longer trips we use hybrid mode. Recently, I went to Frankfurt and back (560 km in total) with 130 km / h Cruise and on average consumed only 4.4 liters E10 and a total of 8 kWh electricity.
